2. Learned counsel for the State submits that the copy of the writ petition is not available to the State, therefore, he has not filed counter affidavit.

3. Learned counsel for the petitioner submits that the petitioner's case is squarely covered by the order passed by a co-ordinate Bench of this Court in C.W.J.C. No. 7938 of 2020

4. Considering the fact that petitioner's case is squarely covered by the order passed in C.W.J.C. No. 7938 of 2020, the petitioner is directed to file a detailed representation along with a copy of the order passed in C.W.J.C. No. 7938 of 2020 before the respondent no. 3 (the Director, Primary Education, Bihar, Patna) and the respondent no. 3 would pass a reasoned and speaking order in accordance with law within four weeks, after personally hearing the learned counsel for the petitioner.

5. It is made clear that the respondent no. 3 shall be personally responsible for non-compliance of this order within the stipulated period.
