JUSTICE RAMESH KUMAR DATTA ORAL ORDER 16-11-2016 Considered the explanation submitted by the concerned Assistant, Devi Nand Kumar, MJC pending Section, dated 26.5.2015 and the subsequent one without any date and also the explanation dated 11.11.2016 submitted by Krishna Chandra Jha, Translation Officer, In-charge MJC (Pending) Section. It is stated in the explanation dated 26.5.2015 that the concerned dealing Assistant being a new hand has been posted in the Section. Being a new hand may lead to certain lapses but this Court fails to understand how such completely out of the record notes were placed before this Court.

However, considering the fact that an apology has been sought with an undertaking not to repeat such mistake in future, the explanation is accepted.

The Registrar General is directed to make a note of the fact in the Register, which he has earlier been directed to maintain in such matters.
