The petitioner is aggrieved by the cancellation of his licence bearing No.1/86 granted to him for running a shop under the provisions of the Public Distribution System (Control) Order, 2001 as enforced vide Bihar Fair Price Shop Order, 2007. The licence of the petitioner has been cancelled by the Licensing Authority -cum- Sub-Divisional Officer, Manihari, district- Katihar inter alia, on grounds of blackmarketing vide order passed on 23.9.2013.
