Since petitioner has serious misgivings with regard to intent as well as fairness of conduct with regard to the Executive Engineer, respondent No.5, petitioner has freedom to respond to those notices issued by respondent No.5 before the Principal Secretary, Water Resources Department, Government of Bihar, by 22nd of June, 2015.
Let the Principal Secretary review the matter at his level and pass appropriate directions which are required in the interest

It goes without saying that no precipitative action would be taken against the petitioner in furtherance to the notices which are impugned in all the writ applications.
All these writ applications stand disposed of in terms of the above.
