3/4 of respondent Nos.10 to 76 as Sub-Inspectors of Police. It is submitted that the appointments are made contrary to law and are illegal, arbitrary and it is prayed that the same be set aside. Heard Mr. Maya Shankar Mishra, learned counsel for the petitioner, Mr. Tej Pratap Singh, learned Assistant Counsel to Government Pleader No.17 for the State and Mr. Prabhat Kumar Singh, learned counsel for the Commission. A notification was issued in the year 2004 by the State of Bihar for the purpose of appointment of Sub-Inspectors of Police. The Range is the Unit of appointment. The petitioner applied for two Ranges i.e., Darbhanga and Shahabad. He earlier filed a writ petition, bearing CWJC No.7351 of 2008, feeling aggrieved by the delayed despatch of the admission ticket for the written examination. We dismissed the said writ petition today itself, through a separate order.

Apart from making a prayer to get himself selected, the petitioner has made an endeavour to challenge the appointment of other successful candidates. Except making a general allegation, the petitioner did not specify the ground nor did he implead the affected parties. The writ petition is devoid of merits, apart from not being maintainable in law. It is not for the petitioner to state or certify as to whether the selection of candidates is proper or not.

4/4 At the most, he could have canvassed his grievance, and he failed in that behalf. He has no locus standi to challenge the appointment of other selected candidates. We, therefore, dismiss the writ petition.
