JUSTICE SUDHIR SINGH ORAL ORDER (Per: HONOURABLE THE CHIEF JUSTICE) 04-05-2015 The petitioner is a resident of Akhgaon Village of Bhojpur district. It is stated that Shyam Narayan Lal High School, Akhgaon is functioning in the village and in Class-9 and Class-10 itself, there are as many as seven Sections each. The grievance of the petitioner is that though there is large enrolment of the students, that included boys and girls, hardly there is any facility and only three Classes are being run. He prays for issuance of direction to the respondents to extend the basic facilities in the School.
Patna High Court CWJC No.15316 of 2014 (2) dt.04-05-2015 2/3 The respondent filed a detailed counter affidavit in which it is stated that in Class 9th and 10th there are seven Section each and against the total number of 868 students, seven teachers are working. It is stated that the facilities would be improved over the period.
Heard Shri Ashok Singh, learned counsel for the petitioner and Smt. Namrata Mishra, learned Government Advocate No.13 for the respondent Nos. 1 to 5. It is gratifying to note that such large number of students joined in a Government School. However, response from the Government to impart education is not encouraging. Even, according to the respondents, the required ratio of students and teachers are 40:1. When the strength is about 1200 to 1400, there should have been at least 30 teachers. It is just not understandable as to how the seven teachers can handle so many students.
We, therefore, dispose of the writ petition directing that (a) the respondents shall arrange the postings and appointments of at least 15 more teachers over and above that are existing; (b) more Class-rooms with required facilities should be constructed in phased manner to ensure that all the classes are run in the Class rooms and (3) other facilities such
