2. At the very outset, learned APP submits that the process under Section 82 and 83 Cr.P.C. has been concluded as the petitioner has been declared absconder. It is further submitted that the FIR has been instituted as far back as in the year 2005 and there does not appear to be any immediate apprehension of arrest of the petitioner.

3. Learned counsel for the petitioner appears and has been heard.
