JUSTICE SUDHIR SINGH ORAL ORDER (Per: HONOURABLE THE CHIEF JUSTICE) 22-06-2015 This writ application is filed as a P.I.L., ventilating the grievance that the Government of Bihar did not take steps for appointment of Principals in Government Engineering Colleges and Lecturers/Teaching Staff of Engineering and Polytechnics. The complaint is made about the lack of infrastructure. 2.The matter has undergone several adjournments and the counter-affidavits are also filed by the respondents. At one stage, we expressed our displeasure about the lack of seriousness

3. Today, the matter is argued at some length. Learned counsel for the petitioner submits that despite the direction issued by this Court, there is no progress in the matter. 4 The learned Principal Additional Advocate General , on the other hand, submits that the Bihar Public Service Commission has already completed the selection of the candidates for the posts of Principal in twelve Polytechnics and the verification of the original certificates of the selected candidates is in progress. As regards the other appointments, he submits that the process would be completed within the time stipulated in the order dated 9-4-2015.
5. For one reason or the other Principals were not appointed in twelve Government Polytechnics in the State, and large number of vacancies in the Lecturer/Assistant Professor remained in vacant. Whatever be the reasons, it hardly needs any mention that the functioning of the Colleges would suffer a serious setback if the posts of Principal and Lecturer are kept vacant. Though there was serious lapse in this behalf, the respondents acted on the direction issued by this Court, to certain extent.
6. We, therefore, close this writ application with the directions that the appointment of the Principals to twelve
Patna High Court CWJC No.13043 of 2014 (9) dt.22-06-2015 3/3 Polytechnic Colleges shall be concluded within fifteen days from today, and other remaining posts in the Polytechnics and Government Engineering Collects shall be filled within five months from today.
