Having regard to the fact that the petitioner is a Prakhand Teacher and is aggrieved by an order of suspension as well as alleged observation, the remedy for him, in terms of Rule 18 of the Bihar Panchayat Appointment Rules, shall be only before the District Teachers Appointment Appellate Authority wherein any and every service condition of Panchayat/Prakhand Teacher is capable of being examined by the Tribunal.
