2. Learned Senior counsel Mr. K.D. Chatterji, appearing on behalf of the respondent Corporation, submits on instruction that Letter of Intent was issued in favour of Smt. Gyanti Jaiswal on 18th of August, 2011 prior to filing of the writ petition. It is therefore submitted that the writ petition itself is not maintainable for non-joinder of the said Smt. Gyanti Jaiswal being a necessary party. Moreover, the solitary prayer in the writ petition for restraining the respondents for issuing the Letters of Intent is misconceived as the writ petition itself was infructuous at the time
