Otherwise, the factual matrix as well as the legal position, which emerges from reading of the order of the learned Single Judge, would have compelled us to come down upon the authorities very heavily. They would have been made to pay cost which they may not have anticipated also. In the given facts and the background, it is out and out case of harassment to the private respondent, that too at the hands of the government organization.
