Learned counsel appearing on behalf of the private respondents, on the other hand, submits that the writ petition suffers from delay and laches on the part of the petitioner and, therefore, on that ground alone, it is liable to be dismissed. Be that as it may, since none is appearing on behalf of the petitioner, the writ petition stands dismissed for want of prosecution.
