Under the scheme of Government of India/State Government, in appropriate cases, land can be settled with them for agricultural purpose. The petitioner is said to have filed an application before the Circle Officer, Mohiuddin Nagar, Samastipur, a copy of which has been brought on record by way of Annexure-2. Annexure-2 does not at all disclose as to when the representation was received by the office of the Circle Officer.
