First, that the petitioner did not raise the issue when the cause of action arose with regard to selection of Panchayat Teacher advertised in the year 2005 and secondly, that such selections cannot be challenged after more than a decade whatever be the ground raised now because settled position cannot be unsettled at such belated stage.
