Having regard to the submissions, made jointly by the learned counsel for the parties, the order dated 27.03.2019

Patna High Court CWJC No.12742 of 2019(2) dt.26-06-2019 2/2 passed by the Commissioner, Bhagalpur Division, Bhagalpur in Stamp Appeal No. 3 of 2018-19 is quashed and the matter is remitted back to the Commissioner for fresh adjudication on merits and it is expected of him to pass a detailed, well considered, just and legal order, in accordance with law. The writ petition stands allowed.
