2. The present writ petition has been filed with the following reliefs:- "I. For commanding the respondent authorities particularly the Block Level Selection Committee, Minapur Block, District-Muzaffarpur to get the counseling of petitioner conducted for the post of Gram Kutchahry Sachiv as per notice

Patna High Court CWJC No.9865 of 2025(2) dt.30-06-2025 2/3 contained in memo No.-60 dated 21.05.2025 issued under the signature of the Block Development Officer, Minapur Block, District-Muzaffarpur.

II. For direction upon the Block Level Selection Committee to select the petitioner to the post of Gram Kutchahry Sachiv as the petitioner is having highest marks and is at Sl. No.-1 in the final merit list.

III. To direct the respondent authorities to issue appointment letter to the petitioner to the post of Gram Kutchahry Sachiv.

IV. For any other relief/reliefs to which the petitioner may be found entitled to in the facts and circumstances of the case."

Learned Counsel for the petitioner submits that he has participated in the process of appointment of Gram Kutchahry Sachiv and he was called for to participate in the counseling, but thereafter the District Panchayati Raj Officer, Muzaffarpur has not taken the counseling and petitioner is still waiting. Counsel submits that petitioner has filed representation before respondent No.3, the District Panchayati Raj Department, Muzaffarpur, but till date no order has been passed on his representation.

4. Learned Counsel for the State submits that the petitioner has added respondent No.6 as party respondent in this case.

5. In response thereof, Counsel submits that right of respondent No.6 has not accrued till date, but name has been added only due to the reason that she is at serial No.3 in the provisional merit list.

6. In that view of the matter, this Court without entering into the merits and demerits of the case, direct respondent No.3, the District Panchayati Raj Department, Muzaffarpur, to take decision on the representation of the petitioner. It is also directed that if during pendency of the writ petition any right has accrued to any one including respondent No.6, then in that case he will pass any order upon calling all the persons whose right shall accrue for the said post including respondent No.6 within 90 days from the date of receipt/production of a copy of this order.
