Nearly twenty years after the recommendation made by the District Police Authority for consideration for grant of gallantry award in their favour, the present writ application is filed for a direction upon the respondents to give them the award of the president's Police Medal for Gallantry as a recommendation was made by the Deputy Inspector General of Police (Personnel), Bihar. Merely on recommendation of the District Police Authority, no right is vested for grant of such
Patna High Court CWJC No.3335 of 2014 (2) dt.07-09-2016 2/2 gallantry award. That apart, the petitioners were not vigilant to their rights. The matter has now become stale. The writ application is barred by the principle of delay and laches. It is, accordingly, dismissed.
