The petitioner is raising a grievance of public nature. It is alleged that the contractor of the Government quarters at Rajbanshi Nagar has close nexus with the State Government and unauthorizedly get the contract and in discharge thereof substandard materials are used. At times without executing the works, bills are submitted. It calls for an inquiry. The petitioner is not even an allotee of the Government quarter In my view, in the form the present writ application is
