In a representative capacity, the present writ application has been filed for a mandamus commanding the respondents to upgrade/elevate the Middle School, Bhojpur as the High School as per the Scheme. Copy of the said Scheme has not been enclosed along with the writ petition. That apart, the upgradation of the school under the Scheme is purely an administrative exercise considering various factors. The Court, in view of aforesaid, is not inclined to invoke its extraordinary and discretionary writ

The counsel for the petitioners submits that the petitioners would ventilate their grievance(s) before the appropriate/competent authority of the State Government.
