The whole debate or argument of the petitioner now remains academic, because appointment relates to the year 2010, for which petitioner has agitated the matter before the tribunal in the year 2011. Such appointments now are part of history, as relevant rules have undergone a change. No person can be appointed as a teacher, who does not have training or has passed the teachers eligibility test in the State of Bihar now.
