Not only this, many a persons have been appointed on the basis of subsequent advertisement. It is almost two decades since the said advertisement was issued for filling up the posts of constables. It is too late in the day to allow the prayer of the petitioners in a stale matter on the basis of some kind of perceived right in their favour.
