2. With the consent of both the parties, this writ application is being disposed of at the admission stage itself.

3. The present petition has been preferred for the following relief(s):
(i) For the issuance of an appropriate Writ commanding/directing the Respondents to consider the grievance of the petitioner in whose private land poles are going to be fixed for 132/33 K.V. Greed Line of Sarai Ranjan is being connected with Tajpur without any acquisition or compensation to the petitioner. (ii) For the issuance of an appropriate Writ, commanding the Respondents to vacate/exonerate the private land of petitioner over which the Respondents have planned to erect 132/33 K.V. Electric Line and fix poles without any compensation to the petitioner.
(iii) For the issuance of an appropriate Writ, commanding/directing the Respondents to assess the damage going to occur to the petitioner due to fixing of pole and erecting heavy electric line over the land of petitioner and accordingly compensate for the loss and damages caused to the petitioner.
(iv) For the issuance of any other Writ/Direction as your Lordships may deem fit and proper in the ends of Justice.
4. The matter relates to the decision of the respondents in fixing the 132/33 K.V. Greed Line of Sarai Ranjan is being connected with Tajpur after getting a report that certain obstacle is/are there, directed the Electrical Executive Engineer to take help of the Executive Officers to ensure its compliance.

5. The petitioner who owns a piece of land which falls in the said transmission line submits that he will prefer a representation before the Collector, Samastipur.

Mr. Vivek Prasad representing the Power Transmission Corporation Limited submits that following the Hon'ble Apex Court order in Power Grid Corporation of India Limited versus Century Textile reported in 2017 (2) PLJR (SC) 152, the only point that the affected parties can put forward relates to compensation. However, since the petitioner has already preferred petition before the Collector, Samastipur, he/she can pass an appropriate order in this regard whereafter, if the order goes against him, the petitioner will have to move before the appropriate Court to seek compensation.
7. Pursuing the limited prayer of the petitioner that he will represent before the Collector, Samastipur, and Collector shall pass the order within a reasonable time.
8. This Court directs that if the petitioner will file representation within 15 days from the date of order, then the same shall be considered by the Collector, Samastipur, then the Collector shall pass a reasoned and speaking order at an earliest and preferably within a period of three months from the date when the petitioner file the representation.

9. With the aforesaid observation and direction, this writ application is disposed of.
