2. This writ petition has been filed by the petitioner seeking a direction to quash and set aside the letter no. 530/2022-23 dated 14.03.2023, issued by Pradesh Sachiv, by which, the service of the petitioner as Principal, Puranmal Bajoria Teacher Training College, Narga Kothi, Bhagalpur has

Patna High Court CWJC No.9661 of 2023(5) dt.12-05-2025 2/2 been terminated pursuant to enquiry report submitted by the enquiry committee.

3. Respondent nos. 1 and 2 have filed a counter affidavit, wherein in paragraph no.6, it has been stated that the training college in question runs under Bharti Shisha Samiti, which is a private body and the State has no concern with the affairs of the said institution.

4. Respondent nos. 6 to 8 have also filed a counter affidavit stating that respondent nos. 6 to 8 is not a state within the meaning of Article 12 of the Constitution of India.

5. On perusal of the rival contentions of the parties, it appears that the concerned teachers training college in which, the petitioner was Principal, appears to be a private college.

6. In view of the above, I am of the view that this writ petition, under Article 226 of the Constitution of India, is not maintainable.

7. Accordingly, the writ petition is dismissed as not maintainable.
