JUSTICE JYOTI SARAN ORAL ORDER 14-10-2015 Heard the parties.

A thoroughly misconceived writ petition has been filed by a stranger to a Panchayat Election which took place in 2011 casting aspersions on the respondent no. 9 of having influenced the counting. Apart from the fact that the writ petition is devoid of merit and thoroughly misconceived, it also suffers from gross laches and delay and is dismissed accordingly.
