In view of limited prayer made at the time of hearing of this writ application, the same is being disposed of with a direction to the District Magistrate, Muzaffarpur to consider the case of the petitioner for extension of territory of licence from the district Muzaffarpur to the entire State of Bihar on its own merit and in accordance with law. So far the matter of extension to entire country is concerned, let the matter be referred to the competent authority by the District Magistrate, which shall be
