JUSTICE RAVI RANJAN ORAL ORDER 13-04-2015 It is submitted on behalf of the petitioner that he has applied for mutation of the purchased land described in paragraph no.4 before the Circle Officer, Sultanjganj, Bhagalpur, however, the mutation was ultimately done which would be apparent from Annexure 2. Though the petitioner is ready to pay rent but he is not being allowed to pay the same and, as such, rent receipts are not being issued in his favour. In the aforementioned facts and circumstances of the case, this writ application is being disposed of directing the petitioner to approach the Collector, Bhagalpur with his representation making out his grievance.
