2. It is admitted position that no individual notice for cancellation of arms license was given to the petitioner. General notice will not satisfy the requirement of law.

3. In such circumstances, the impugned order dated 15.04.2010 is hereby quashed. The respondents may be given at liberty in accordance with law. Subsequently, the appellate order dated 15.04.2010 (Annexure-3) is passed by the Collector, Gaya are quashed.

4. This application is allowed.
