Having regard to the short prayer made by the learned counsel for the petitioner, I deem it fit and proper to dispose of the present writ petition with a direction to the District Magistrate, Begusarai to dispose of the pending Arms Licence Case of the petitioner by a reasoned and a speaking order within a
