2. With the consent of all the parties, this writ application is being disposed of at the present stage itself.

3. Learned counsel for the petitioner submits that for seeking the reliefs as claimed for in the present writ application, the petitioner is prepared to file a detailed representation before the District Mining Officer, Patna (Respondent No. 3) and he further prays that if such a representation is filed, the same may

Learned counsel for the petitioner further prays that time frame may kindly be fixed within which the respondent no. 3 should be directed to dispose of the representation filed by the petitioner.

4. To this prayer being made by the learned counsel for the petitioner, the learned counsel appearing for the Mines Department and learned counsel for the Respondent-State do not have any objection.

5. Considering the formal nature of prayer being made by the learned counsel for the petitioner, this writ application is disposed of granting liberty to the petitioner to file a a detailed representation before the District Mining Officer, Patna (Respondent No. 3) within one week from the date of passing of this order. If such a representation is filed by the petitioner, the same shall be heard and disposed of on merit after giving an opportunity of hearing to the petitioner, by passing a reasoned and speaking order. The entire exercise must be completed within a period of eight weeks from the date of filing of the representation by the petitioner.
