Appointment of the petitioner on compassionate ground was considered by the respondents. The death of father of the petitioner happened in the year 2001, but since the respondents have a policy of making available only 5 per cent of the vacancies to be filled up by compassionate appointees, the petitioner cannot be given priority over other wait listed candidates.

In addition to that death of the father of the petitioner happened almost a decade and a half back, the very object and purpose of providing compassionate
