2. The present writ petition has been filed for quashing the Memo No. 744(C) and order dated 28.04.2006 passed by the SubDivisional Officer, East, Muzaffarpur by which the license of P.D.S. Dealer was cancelled; and for connected reliefs.
3. At the outset, this Court takes note that the impugned order has not been enclosed in the writ petition. The document enclosed as Annexure-1 which is sought to be projected as the impugned order vide Memo No. 1023 dated 29.04.2006, happens to be an order of suspension and not cancellation. In any event, it further appears that despite such adverse order being passed, the petitioner has approached this Court as late as in 2014 for redressal of his
Patna High Court CWJC No.7454 of 2014 dt.19-07-2018 2/2 grievance. This Court is of the view that the action of the petitioner suffers from delay and laches and is thus not inclined to grant relief to the petitioner who has approached this Court after inordinate delay of eights years without any satisfactory explanation in that regard.
4. The writ petition stands dismissed.
