1. Heard learned counsel for the petitioner and learned counsel appearing on behalf of the respondent.

2. The grievance of the petitioner in the present application is non payment of honorarium.

3. Learned counsel for the petitioner submits that petitioner is regularly working and without indicating the reason he was denied the salary. Taking work and denying salary is violative of Article 23 of the Constitution of India.

4. On behalf of the respondent sketchy counter affidavit has been filed which serve any purpose.

5. Under the aforesaid circumstance, the writ petition is disposed of with a direction to the respondent the District

Patna High Court CWJC No.13588 of 2014(2) dt.31-07-2018 2/2 Programme Officer (Establishment), Jamui to examine the record and if it found that the petitioner has actually worked for the aforesaid period and his honorarium has not paid as yet, the respondent No.4, is direct to expedite payment of honorarium and ensure payment to the petitioner within a maximum period of four months from the date of receipt/production of a copy of this order. In the event if respondent No.4, does not find any merit in the claim of the petitioner then he shall give reason for rejecting the claim of the petitioner for payment of salary. Final decision may be taken by the respondent within a maximum period of four months as indicated above.

6. With the aforesaid, the writ petition stands disposed of.
