We are in 2018 yet no counter affidavit was filed on behalf of the respondents.

Under the aforesaid circumstances, instead of keeping the matter pending, the writ petition is disposed of with direction to the respondents to examine the claim of the petitioner and if it is found that the appointment of the petitioner is legal and valid and the petitioner has actually worked, the respondents shall see that the payment for the period the
