JUSTICE ANIL KUMAR UPADHYAY ORAL ORDER 10-07-2019 Heard learned counsel for the petitioner, learned counsel for the State, as well as learned counsel appearing on behalf of the V.K.S. University.

The issue of permanent affiliation is involved in the present writ application. It is a matter of common knowledge that in the State of Bihar affiliations are granted on peace meal basis. Time and again, this Court has depreciated the system of grant of peace meal affiliation. If all the conditions for grant of

Patna High Court CWJC No.13939 of 2019(2) dt.10-07-2019 2/2 affiliation is fulfilled by the institutions, the affiliation should be granted on permanent basis. The grant of peace meal affiliation is counter productive and gives room for corruption in a big way. Mr. Mishra, learned counsel for the petitioner would submit that the case of the petitioner for grant of permanent affiliation is pending since 2010.

Under the aforesaid circumstances, the present writ petition is disposed of with a direction to the State to take final decision with regard to the grant of permanent affiliation at the earliest, preferably within a period of 45 days from the date of receipt/production of a copy of the order.

With the aforesaid, the present writ petition stands disposed.
