Heard.

The writ application has been filed for quashing the clarification made by the respondent as contained in letter dated 28.09.2007 (Annexure-4) whereby in the light of the enabling provisions contained in Bihar Gram Kachahry Sacheev (Niyojan Sevashart and Kartavya) Niyamawali, 2007, it has been clarified that minimum education qualification for the post would be matriculation.

The petitioner was an applicant for the post of Gram

Patna High Court CWJC No.15879 of 2007 (2) dt.05-05-2015 2 / 2 Kachahry Sacheev. Under the Rule, the appointment of Sacheev is made on contractual basis which is coterminous with the life of Gram Panchayat. The process of appointment, it appears, was initiated in 2007.

Obviously, the life of the Gram Panchayat/Kachahry has already expired. Prima facie, the writ application has become infructuous.
