1. Heard learned counsel for the petitioner and counsel appearing on behalf of the State as well as University.

2. Petitioner is aggrieved by the office order dated 25.5.2008 which was issued at the relevant time by the Deputy Director Administration, Rejendra Agricultural University. Rejendra Agricultural University was bifurcated and Bihar

Patna High Court CWJC No.22250 of 2014(4) dt.09-10-2018 2/3 Argicultural University was created and in view of the subsequent development as location of Bihar Agricultural University.

3. Learned counsel for the petitioner has filed I.A. No. 7798 of 2018 for implication of Bihar Agricultural University as party.

4. Considering the fact that the issue raised in the present application involves promotion of petitioner and various relevant documents are lying in the Bihar Agricultural University. The present writ petition is disposed with liberty to the petitioner to file representation addressed to the ViceChancellor of Bihar Agricultural University. In case such representation is filed by the petitioner within a period of one month from today along with copy of this order, it is obligation of the Vice-Chancellor, Bihar Agricultural University to address the issue raised in the representation including issue of discrimination raised by the petitioner in the matter of grant of promotion. The Vice-Chancellor Bihar Agricultural University is required to dispose of the representation within four months from the date of filing of the representation. If it is found that the claim of the petitioner is justified, he is also required to ensure the payment of consequential benefits within the

5. With the aforesaid the writ petition stands disposed of.
