Having considered the facts and circumstances of the case, this writ application is disposed of with liberty to challenge the order, dated 6.12.2012 passed by the Collector, Araria in Appeal No.16 of 2011-12 before the learned Commissioner. In case a revision is filed, the delay in filing of the same may be condoned as the petitioner was pursuing his remedy before this Court. It is expected that the revision would be disposed of expeditiously preferably within four months.
