Petitioner has prayed for following reliefs:-
2/4 This case was heard on 31.08.2022, on which date following order was passed by this Court:
"List on 12.10.2022 before which date, we only expect the Respondent No. 3, namely, The Superintendent Engineer, Electricity Department, PESU(W), Mangals Road, Patna, to ensure implementation of the order dated 28.09.2018 passed
3/4 by the Permanent Lok Adalat in Case No. PLA 39/2018, titled as Seema Singh Vs. Bihar Vidyut Bitaran Co. Ltd. Through Director & Ors."
However, on mentioning made by the petitioner, the date of hearing of the case was preponed as 08.09.2022. Mr. Vinay Kirti Singh, learned Sr. Advocate and learned counsel for the Bihar State Power Holding Company Ltd. appeared and stated that the order dated 28.09.2018 passed by the permanent Lok Adalat, Patna in Case No.PLA 39/2018 (Annexure 2) has been fully complied and no dues with respect to old meter running in the name of Renu Singh has been included in the bill, issued to the petitioner against the meter running in the name of petitioner. It is further submitted that a new meter was installed in the name of petitioner but since 2017 she has not paid electricity bill, which has been quantified as Rs.59,310/- which was payable against the meter running in the name of petitioner.
Learned Sr. Counsel has further submitted that a new Smart Meter has been installed in the name of petitioner and she is required to sign an agreement with Electrical Executive Engineer, New Capital Division, Mangles Road, Patna to make Smart Meter functional and as soon as such agreement is signed, the Smart Meter will become functional. It is further submitted that dues of Rs.59,310/- is to be paid by the petitioner in 10
4/4 monthly instalments of Rs.5931/- per month and current charges is to be paid regularly.
In said view of the matter, the writ petition is disposed of with liberty to petitioner to approach the concerned authority and enter into an agreement with the company so that her Smart Meter could be energized and pay the past dues of Rs.59,310/- in 10 monthly instalments of Rs.5931/- per month and shall continue to pay the current bill.
However, if petitioner has still grievances against the Company, she may approach Consumer Grievance Redressal Forum.
