The petitioner has filed the instant writ application for quashing the notice dated 30.03.2013 issued by Circle Officer, Gwalpara, Madhepura. The petitioner has further prayed for proper enquiry against respondent no.8.

The first prayer of the petitioner does not survive, as more than two years have been passed since issuance of notice. So far as the second prayer is concerned, the
