JUSTICE ANIL KUMAR UPADHYAY ORAL ORDER 01-11-2018 In view of the fact that statutory appeal is available to the petitioner before the Special Secretary, Secondary Education, the writ petition is disposed of with liberty to the petitioner to file appeal before the Special Secretary, Secondary Education who shall hear the appeal and decide the same in accordance with law after condoning the delay in filing the appeal in view of the fact that petitioner was pursuing the remedy by filing the present writ application which remain pending for nearly four years.
