2. Writ application is required to be dismissed on the simple ground that there is no error apparent on the face of record either on fact or law. Petitioner is a holder of a so-called degree from Hindi Sahitya Sammelan, Allahabad, which is neither a teaching institution nor an institution imparting any knowledge or degree. The above position has been amply laid down in the decision of Hon`ble Supreme Court in the case of Rajasthan Pradesh Vaidya

Patna High Court CWJC No.4424 of 2015 dt.03-04-2015 2 / 2 Samiti v. Union of India and in other analogous cases, reported in 2010 (12) SCC 609.
