The appointment of the petitioner as Associate Professor is a contractual engagement for a period of three years. If the offer given by the State is not acceptable to the petitioner, he can always resile the contract.

The rules and regulations, which are being pressed into service, including the Full Bench's decision, do not apply to such kind of engagement. They cover full time regularly appointed permanent employee in the State of Bihar.

Writ application has no merit, it is dismissed. In fact, writ application is not maintainable.
