Learned counsel for the petitioner submits that he has earlier moved before this Court in CWJC No.2398 of 2024 in which order was passed on 07.03.2024, by which the writ petition was permitted to withdraw providing liberty to approach the respondent authorities for redressal of the aforesaid grievances and then the writ petition was dismissed.

He submits that no decision has been taken on his representation though he has sent the representation through registered post to the Deputy Secretary, Rural Works Department, Government of Bihar, Accountant General (A& E), Bihar and Accountant General (A& E), Uttar Pradesh.

Learned counsel for the Accountant General submits that from Annexure itself, it transpires that the said representation has neither been given to the proper authority nor explaining the proper circumstances. The petitioner ought to explain about his grievances but instead thereof he has put emphasis on the judgment of the Hon'ble Supreme Court and Hon'ble Madras High Court.

4. In the light of the submissions made, this Court perused the pleadings and it transpires to this Court that the pleadings of the petitioner are lacking material facts. In this background, this Court dispose off this writ petition directing the petitioner to file fresh representation explaining all details about his services to the Secretary, Rural Works Department, Government of Bihar, as well as Accountant General (A & E), Bihar, who shall take a decision in this matter within 90 days
