The petitioner has no cause which he is seeking to pursue. He alleges that farmers are not being given land possession certificates. In our view, if the farmers are not getting the land possession certificates from the authorities, it is for the farmers to agitate the same before appropriate authorities. They are vigilant of their rights. Such proxy litigation cannot be permitted. This application is, accordingly, dismissed.
