The notification of Central Government, specially Ministry of Personnel, P.G. and Pensions, Department of Pension and Pensioners Welfare dated 6th April, 2016 cannot have mutatis mutandis application to cases of University teachers of the State of Bihar. There has to be corresponding notification by the State of Bihar to bring them at par with the notification in question. It is a misplaced kind of writ application on behalf of the petitioner looking for windfall which is not available to him.
