It is submitted by the learned counsel for the respondent-State that claim of the petitioner for regularization was rejected on 26.07.2012. The writ petition has been filed belatedly in the year, 2016 claiming parity with petitioner of CWJC No 11708 of 2008, which was decided on 02.09.2014. Accordingly, it is submitted by the learned State Counsel that the writ petition is barred by delay and laches apart from the fact that no legally enforceable claim has been made in the writ petition.
