Vs. The State of Bihar & Ors., reported in (2017) 5 SCC 383. In case, the petitioner files a representation before the respondent nos. 2 and 3 enclosing the copy of this order and the judgment of the Apex Court in the case of Mukesh & Ano. (Supra), the respondent nos. 2 and 3 are obliged to take final decision in the light of the latest judgment of the Apex Court in the case of Mukesh & Ano.
