JUSTICE ASHUTOSH KUMAR ORAL ORDER 03-07-2019 The petitioner, who has rendered his services as Forester in the department for the last thirty five years has not been promoted to the higher post of Forest Range Officer despite his entitlement.

2. It has been submitted on behalf of the petitioner that he was appointed as Forester in the year 1984 and has served the department at various places. When juniors to the petitioner were promoted to the post

Patna High Court CWJC No.13192 of 2019(2) dt.03-07-2019 2/3 of Forest Range Officer, the petitioner made a representation before the Principal Chief Conservator of Forest for redressal of his grievance. Some steps in that regard were also taken by the department and the ACR of the petitioner was also called for further consideration but thereafter, no decision has been taken as yet. Again, the representation was filed by the petitioner but to no avail.

Under the aforesaid circumstances, this Court deems it appropriate to direct the petitioner to make a representation before the Principal Chief Conservator of Forest, Bihar, Patna (respondent No. 3) within a period of six weeks from today, detailing his grievances, who, on receipt of such representation, shall dispose it of by reasoned order within a stipulated period of time, preferably within a period of six weeks thereafter.
