2. The petitioner who has retired in the year 2008 from the post of Assistant Teacher has filed this writ petition for payment of ACP and super time bond promotion as well as for grant of benefit of 6th and 7th increment of pay scale.

3. Since the writ petition has been filed by the petitioner with the aforesaid prayers after more than fifteen years of the petitioner's retirement, I find that there has been an inordinate delay by the petitioner in approaching this Court for the relief as claimed for.

4. Accordingly, the writ petition stands dismissed on the ground of delay and laches.
