2. The petitioner is aggrieved by the fact that despite the name of the petitioner being included in the merit list for the purposes of engagement as Aanganwari Sevika, the selection process has not yet been completed.

3. A representation/complaint preferred by the petitioner before the Child Development Project Officer, Sitamarhi has yielded no result.

Normally this Court would have directed the petitioner to make a complaint regarding the aforesaid fact before the District Programme Officer, Sitamarhi but under the new guidelines issued in the year 2019, the first authority before whom a complaint can be lodged is the Child Development Project Officer and against whose order, the first appeal lies before the District Programme Officer (I.C.D.S.). The forum of revision has also been provided before the Divisional Commissioner.

Considering the new guidelines of 2019, this Court directs the petitioner to make a complaint before the Child Development Project Officer, Dumara, Sitamarhi (respondent no. 5) ventilating her grievances within a period of four weeks, who, on receipt of such complaint/representation, shall look into the matter and pass a reasoned order within the period specified under the guidelines.

6. Needless to state that if within the period specified, the Child Development Project Officer, Sitamarhi

Patna High Court CWJC No.14077 of 2019 dt.16-07-2019 3/3 does not pass an order, the case would automatically be transferred to the court of the District Programme Officer, Sitamarhi (respondent no. 4) who is the first appellate authority.

7. With the aforesaid direction/observation, the writ petition stands disposed of.
